Perhaps it is a question of the exact definition of poison.

Poison is something that makes someone sick or die, used with malicious intent! Chibiusa would never stock such a thing!

While dying seems extreme, I have little doubt that I could find use for that substance in warfare.

No doubt most of the candy is wholesome. It is only a small selection which may benefit one who wishes to contaminate water supplies.
